Essential Criteria
At least 5 years working in infrastructure asset management, in particular in highways asset management, or a more broadly related area, for example transport planning.
A Graduate or Post-graduate qualification in a scientific discipline including (but not restricted to) Mathematics, Statistics and Engineering or other disciplines such as Geography and Economics where a focus on numerical and statistical analyses can be demonstrated (ideally shown through the Academic transcripts)
Ability to demonstrate working knowledge in relation to at least 2 of the seven core areas in the IAM Competency Framework
Either member or working towards membership of relevant professional body (for example MIAM, MCIHT, MICE)
Evidence of an ability to work on initiative and respond appropriately to client requirements
Evidence of successful delivery of projects to meet client or stakeholder requirements
A demonstrable enthusiasm for AM and a willingness to challenge established assumptions and explore alternative or innovative approaches
Work experience
Recognising that AM is a diverse discipline with interconnections across a number of areas of expertise we are seeking candidates with a mixture of technical expertise in at least 2 of the areas below but with an ability to appreciate and apply themselves in a range of other aspects.
We will therefore score against each of these skills on the basis of both CV and interview using the following criteria:
0 - not demonstrated sufficient understanding of how this can be applied in highway asset management
1 - able to demonstrate an understanding of the application of this skill in Highway AM and enthusiasm to learn those skills
2 - provides evidence of practical experience of using this skill in any industry context
3 - provides evidence of using this skill in a highway infrastructure context
Desirable AM skills - candidates should achieve a score of 2 or more in at least 2 of the AM skills criteria

Analysing and forecasting demands on infrastructure

Analysing and responding to wider corporate and national policy environment to direct AM policy and strategy development

Defining the AM strategy implications of forecast changes in infrastructure condition and risks (cf IAM Competency Framework Unit 2.1)

Strategy options appraisal including production of value for money indicators

Infrastructure risk and criticality analysis - in either a strategic, programme or engineering context

Analysis of asset performance and risk data to identify optimum lifecycle interventions
